You may want to go and pitch your ideas where investors gather.
I don't know how attractive your business will be to angel investors, but you can always try.

Restaurants are a much more costly and less profitable than many think. My advice, partner up w/ a current restaurant owner and use his/her operating expertise & current equity as collatoral for your start up financing.

First I want to say, from experience that 95 percent of ALL new restaurants close in their first year. That's probably why the bank turned you down.
The SBA (Small Business Association) is a federal program and basically will guarantee a business loan so that local banks are more willing to invest. They also have dedicated workers who will advise you and help you to write a financial plan. Without a good financial plan, even venture capital is hard to get. They will also let you know the nitty-gritty details about employees taxes, local taxes, government taxes and licensing. Sometimes they have on staff actual retired business people who can work with you as a consultant after you business gets started.

Good Luck, the odds may be against you, but remember that Walt Disney was turned down over sixty times before someone helped him get started.
