I have an idea but do not have funds to turn it into reality ? Who are the people whom should I contact ?

I wish to know about angel investors and organisations who if they approve the plan they share the development of idea into web site

You need to search for the right people who share your ideas. Believe me, it is hard to find. The other option is that you can start a web site and seek people who are interested to contact you. This is minimal cost

Suggest you go to government-owned banks specializing in small business development. They usually will help you polish the whole thing if they approve you. But if they don't approve you, they'd still be happy to tell you what's going on. Then you can fix it up and try again.
