Why can I invest up to 14,000 in a 401K but only 4000 in an IRA? This is not fair to small business employees

You can invest up to 14K (and more) through a solo 401K.TD Waterhouse/ameritrade offers the account with low fees. So do some other financial institutions. There may be other instruments such as SEP etc..
watch for fees, maximum annual investment.

Congress has been trying to level out the differences between 401(k), 403(b), SEP, SIMPLE and other plans for years. The limit of IRA contribution has to do with the fact that people who contribute $14,000 to a 401(k) could also contribute to an IRA giving them $18,000. Life is not fair. Fairness is left on the playground in grade school. Change jobs if it is a large enough issue for you.
