I don't think you realy want a low margin broker since that would only increase your leaverage (unless you are super good at tradeing,first practice at forex.com) and the greater the leverage the quicker the margin calls.

minisize trade of 1000 is called a microlot
1 microlot = $1000 of currency

any metatrader broker can do this but the trade size would be 0.1 on a mini account (10k) and 0.01 on a regular account (100k), in other words microlots are facilitated on the 10k and 100k platforms just reduce the trade size. also fxsolutions (fxsol.com) has microlot accounts with flexible leverage up to 400:1

i cannot answer the moneybookers question because i dont know what that is.
