What do the percentages mean for fund performances?

I am looking at a list of funds and their monthly performances.
One fund, for example, has a 1 month performance of 3.8%.

Is this a monthly rate? So that if i invest $100 in this fund, a month from now i will have $103.8?

To just answer your question...yes that is what it means.

However, if you are looking to buy a mutual fund you should be looking at time frames of at least 10 years. Past performance is the best predictor of future performance.
- Checking its morningstar rating
- check it against its peers
- See how it matches up against the S&P, DJI+ Nasdaq.
- Watch the annual fees

If it says that that is the monthly performance, than that is the amount that it went up or down during the month. You have to watch sometimes because they put the best months performance on there. The best thing to go by is the performance over a span of a few years. I would not buy a fund that does not have a few years of prior performance to go off of.
