Is www.vascoinvestment.com a SCAM or not? How do I check website like this scam or not?

Is there any website that list any online investment service company and put real information on every site mentioned there? And categorises them in order to make it available to end-users to find wheter the site is SCAM or not.
If someone know this No-Scam "Opportunities" -Yellow Pages, please advice it here. I mean REAL online INVESTMENT COMPANY... NOT kind of HYIP, get money quick program, etc.
Just like the real Dressell Investment Limited from England or a kind like that.
By the way, anyone knows the url of Dressell Investment Limited above?

Any site with a ridiculously high interest rate has to be a scam. If you want a secure investment that you can withdraw at anytime, you are not going to get above ~4.50% a YEAR at current rates. This Government site discusses some of the scams out there.
Solidinvestment.com is in Belize. It's a banana republic. I'd rather invest in Nigeria...
