Is involvement with illegal operations still illegal?

Take HYIPs for example. HYIP's are illegal but are HYIP monitors like lotushyip.com or forums of HYIPs? Are those illegal or not.

I do not know nor care what HYIPs are, however involvement is criminal in and of itself. Futher, anyone involved in a serious illegal event is liable as if they were directly involved. Kind of like if one person pulls the trigger all are responsible for first degree homicide even those not present.
