Why are most HYIP scammers come from Africa address? Are they real African or put African for blame?

They are usually from Africa. There is a great website out there that actually engages the scammers and gives em a little taste of their own medicine:

The answer to your question is prabably a bit of both. Africa is dodgy place, way to much nasty stuff going on there. So its easy to lay the blame on africa.

No, they are not from Africa, nor do they wish particularly to 'blame' anyone, they just want responses from gullible people. Africa is perceived as generally ungregulated, the Dark continent, mysterious and unknown.

1) Because Africans are dying and nobody cares.
2) Yes, they are really from Africa (Nigeria mostly)
