Votes counted in proportion to income tax return?


Assuming that theres a minimum and established ceilings to avoid depriving the poor and control by rich people on their individual vote. In reality the working class are the major contributor of govt. funds because taxes are withheld outright to their salaries

I'm not sure what point you're trying to make (nor, since this is the "General - Taxes" category, which national government your comments reference).

Although your definition of "working class" might be drastically different than mine, it is clear to me that the lower and middle classes here in the United States have nothing to complain about when speaking of pure tax burden. The amount of tax that might or might not be withheld is not relevant, because (as the first link below references) more and more people are just getting their withholdings back in big refunds when they file their tax return. Only the final tax liability should be considered when determining who supplies the bulk of government tax dollars.

So where does reality end up? The second and third links below are statistics direct from the IRS website regarding how much of the income tax burden is shouldered by different percentiles for tax years 1986-2004. In 2004, the top 50% of taxpayers in the United States paid 96.7% of all income taxes. In light of that, I respectfully disagree with your statement.
