What is the best possible rate i can get on my money with a on line savings account that is federaly insured?

I would like to know about getting better returns on my money but i also want to do it in a safe place and have the money available in case i would like to do investments from time to time that get even better returns?

Paypal offers around 4% if you check the box saying you would like to earn money with their money market account. You always have access to the money and can still buy things with the money. I've used it for 2 years. It's much better than anything a bank will give you which is less than a percent.
