Which investment provider is best for my 401K, Tiaa-Cref, ING or AIG?

I'm offered an optional retirement plan from ING, Tiaa-Cref, and AIG. I'm confused as to which one is best in terms of performance and return, taking into account of fees and other charges, etc.

If the options are annuities, you are best off investing primarily in mutual funds in an IRA.

An annuity may be a good idea at retirement, but makes little sense inside a tax deferred account.
