How to get something notarized?

Do both people have to be present if it involves one person's money in an investment account being transferred to another person's account? Can both people just sign it and one person take it into the bank?

Some states have different rules.
However, in Texas only the person who needs to sign must be in front of the notary. So if both people need to sign the paper, then a notary would have to witness both signatures. It could be two different notaries, one notary witnesses one signature, then the other notary witnesses the other signature. Instead of going to the bank, ask around, you would be surprised how many people are notaries.

Ask around. Your local college, bank or even your company's human resources may have a notary on staff. Many banks won't charge you at all for notary services if you are their customer, otherwise it is a very minimal amount.

The notary acts as a witness to the signatures and verifies/confirms you are who you say you are. This is the purpose of the notary, therefore you both must be present to sign the document. It doesn't matter the type of transaction that is occurring. The notary must witness your signatures if it needs to be notarized.
