Looking for better investment of private retirement fund?


I am 61 years old and have some private pension money held in a Scottish Equitable retirement cash account.
Some of the money is contracted out and the rest is non-contracted out.
I do not intend to draw anything from this fund for several years and at least until I am 65.
The fund seems to have done very badly over the investment period, what is the possibility of transfering this money into a property SIPP or some other form of fruitfull investment and still comply with the current pension laws
