Recently ING bank closed my RRSP Investment Account without my permission, and also, did not withhold the tax.

Is it by law that the banks have to withhold the tax? If so, who do I report the bank's oversight to?

The bank must have had a reason for closing your account.

ING has their complaint resolution process on their website. http://www.ingdirect.ca/en/aboutus/banki...

This also includes complaints through the federal government as the last resort.

You would think that if they were going to close a registered account they would give you the option of moving to a registered account at another financial institution.

It seems to me that the best place to check into this would be with ING. I'm not sure if the account is really an RRSP account or not, as it seems odd that they would have closed it in this manner if it was.

As for your question about withholding, here are the rates:

http://www.cra-arc.gc.ca/tax/individuals...

A review of ING's site shows they are in fact aware of these withholding rates (they mention them in their FAQ).

Complaints about the amount (or lack thereof) of withholding would be directed to CRA.
