How can I open a euro-denominated bank account from the USA?

I have an investment that's just about to mature. I'd like to use the money to open an account denominated in euros, but my bank managed didn't even seem to understand the concept. Other than HSBC's Offshore Bank, is it possible to open a euro account from the USA?

It looks like volksbank doesn't do any business with Americans...
