Treasury management is the management of corporate accounts such as target, home depot big companies...it can also refer to the sector of a bank that deals with bonds.. Usually the treasury services deals with high dollar accounts...not personal accounts....

Investment Banking refers to the mergers and aquisitions of large accounts and companies...it also represents the investing done of the money for the bank

Investment Banking is the raising of capital (money) for a corporation by issuing and selling of securities of the corporation. Investment Banking includes Underwriting and Advisory Services for a corporation.
