What the hell does this mean?

5)By implementing a wide-ranging human-resources program with the emphasis on diversity at the managerial level.

It looks like your standard mission statement that have become all too common among large corporations.

It means the company shelled out some big bucks for a PR firm to come up with some fancy tag lines that highlight the companies direction. Basically it doesn't mean a whole lot.

it means boring

It's a mission statement, a bullsh.. poster that companies put up on a wall to cover up the fact that most of the people there are interested in their paycheck and little else. Let me translate it for you:

1) So the EPA won't fine our ***.
2) We would make payday loans if they would let us.
3) We're gonna send our best people to the crappiest locations.
4) We maintain great tax shelters.
5) We need to put some token Black and Latin managers in a few places.

It means we want a company where the high level executives get paid megadollars, while the low level employees should sacrifice their lives to get paid meagerly while the high level employees work on their golf game.

i'm not 100% sure, but it sounds like something you'd hear from a mushroom farm or a politition. BS.

The wording could have been taken from Dilbert comic strips. The intent is to make meaningless sentences sound like great goals. If this is part of a mission statement, it shows that the company does not have a clear goal or plan. It only uses words to impress, but the words mean nothing.
