What are the key drivers affecting a companies inward investment decision to a certain city?

I have an interview and I have to present on this, any suggestions will be much appreciated.

Most Companies do not have a 'clean sheet' ..

.. typically they invest in places where they already have offices / factories and only look outside the existing area when huge cost differentials are discovered

Example .. Company with offices in London looks to expand it's workforce .. typically it will rent nearby office space in London until some massive 'discontinuity' occurs (eg. Rent or Business rates double in one year, buildings destroyed by terrorists or fire or in need of refurbishment) .. then they start looking elsewhere ..

SO
1) Proximity to existing office/factory
2) Financial considerations (cost of moving / hiring staff, building / rental / rates etc. costs, grants & Taxes)
