I opened one at the credit union. I'm not sure if they all offer one, but to my understanding CU don't charge.

Scottrade is the best. No, I don't work for them. Compare them to Ameritrade and E-trade. lowest fees, etc.

for stocks tradeking.com is hard to beat.
for funds, i think Vanguard has the best low cost funds.
