Info as to starting a consulting services firm?

Hi,
I am interested in starting a consulting services firm here in the U.S wherein we would provide BPO services to the clients, like finding BPOs domestically and internationally and other ancillary services. If someone could pour out some info as to the formalities and the investments needed or anything for the matter, I would really appreciate it. Thanks fellas
