I own a townhome being affected by ground settlement. What options exist to protect it from further damage?

The drought in the SE has caused the clay in the soil "to shrivel" according to an engineer's soil borings. Stoops are settling oddly, doors are not locking, large cracks are forming for several of us owners. Entire doorframes are separating from the front of the unit.

How can myself and the other owners protect our investment? What "might" insurance pay for?

Furthermore, the HOA bylaws are specific for exterior and interior responsibilities, but I'm getting the feeling that the HOA is doing their best to distance themselves from the problem. This is becoming a scary problem.

In a sticky situation like this I would definately advise you to contact a trusted attorney, it will be worth the cost to resolve these issues :)
