What are some tax free investment options?

If I want to contribute a few hundred/month into an investment that won't get taxed when I need to take it back out. I'm open to a cd but they usually give only a few percents.

How do I buy a bond without paying a stockbroker crazy fees, and how do I get a Roth IRA and what is it exactly?

Roth IRA

buy bonds

the best ones are illegal. Otherwise look into retirement funds that will only be taxed if you take some or all out early. Do a nationwide annuity fund as they can minimize what is taxed.

all bonds are taxed...you can either choose to pay taxes on them as you go or all at once when you withdraw the money

you can buy bonds at your local bank. Series I bonds continually earn interest. Series EE bonds mature after 18 years and quit earning interest

right now CD rates aren't doing so well

Not all bonds are taxed, Municipal bonds interest are tax free on the federal level. If you buy a bond in the state where you reside, it may also be state tax free. It is only taxed when you sell it for a profit. It depends by what you mean "investment options" what are you trying to accomplish?
