My bet would be on Bidadi on Mysore Road. Prices are already soaring in Devanahalli, and other places you mentioned are almost out of reach.
Bidadi will grow rapidly in the next few months and you can expect about 400% return over a 2 - 3 year period.
Vakil is reputed, but the places that they suggest are almost out of Blore and too costly for an area that far.
