How can i assure that an investment plan is legal?

Any broker, brokerage co, mutual fund, etc are regulated and policed by the SEC. (Securities and Exchange Commission.)
Always read a plans prospectise.
Check to see if a broker has ever been disciplined. You can read plans SEC filings for free at yahoo finance.
Go to the SEC website and get to know it well.

NEVER invest in anything you do not completely understand.
If it sounds to good to be true, it probably is has been great advice.

If it sounds good, it is a scam
If it advertises for investors, beware
If it is an investment place that is not in your city, that you can phisically go to, with adresses and phone numbers
Stay away.
If you found it on the internet or by way of a pop up ad, , Don't do that Anymore.
If it comes from a "tip"
Run the other way.
