What is the best short term savings/investment plan?

Short term savings is defined as any money that is accessible (liquid). Some short term savings vehicles are a 3 month CD, savings account or money market account.

Money market accounts offer greater liquidity than a CD and sometimes a better interest rate, however, most vendors of a money market account require a larger deposit than an CD.

Savings accounts offer the greatest liquidity but very little interest.
