Are there any investors out there to fund two commercial escrows 200k at a 20% for one year or less,prime R.E.

I have two prime Los Angeles downtown commercial properties to go in to escrow. I have a first TD lender ready to fund 65% in three weeks, I need an investor who can lend $200k for each escrow at 20% for one year or less. Method of repayment have been preapprove to refinance the investor's money, also the 20% is tax exempt as per the city of Los Angeles incentive program to lenders and investor to help business to profit in Los Angeles, as per the city's campaign "Live, Work & Play L A".
