How do I determine the legality of trading on information that I recieve from the Investor Relations Departmen

If you received it from the Investor Relations Department there is no libility to you to trade upon it. It is public information or at least you can assume that it is.

If it is public information, you can trade on it. In other words, if it is published and readily accessible to everyone, you're good to go.
