If you were loaning a person 500K to 1.5million for a restaurant venture, what would be the investor's ROI?

Restaurants are among the most risky ventures. I think more than 1/2 of them don't make it. Any roi less than 100% would be too little. With a 100% roi at least the odds are about even.

whatever rate is stated in the note

I would be looking for around 15% return on a loan with current interest rates. Perhaps more or less depending on the persons business experiance.
