Who has the best fee structure for an average investor?

with my schwab account I was charged $28 for a limit trade on 2k shares of a $5.00 stock. This seems excessive, what do other companies charge assuming a six figure account balance.
thks

I would recommend the following companies:
Scottrade
TD Ameritrade
Banc of America (only if you have a checking account there)

All of them have trades costing no more than $10. None of them should have annual service fees or inactivity fees.
