You can approach some bilateral chambers of commerce between your country and UAE.

Approach some rich people in UAE, make contacts, make friends. UAE is an exciting country and there are enormous opportunities.

Write to several business angels and Ministry of Commerce in UAE.

I have some Arab students and they are great. I also have intensions of conducting business in Dubai.
