No when they have a sale is when to buy more. that depends on how far the price has fallen... in my opinion, if the current price of a fund drops below the 1 year average price of the fund, then you should take the money out an put the money into a money market or CD. Unless there is a solid reason to believe that the losses will never be regained (like if the target of the fund is on industries that were grossly overvalued to begin with, like what happened to an 'Internet Stragegy' fund that was out and totally tanked when the dot.com bubble burst - the broader the fund the less likely this would be the case), you hold onto it, otherwise you could potentially lose your money twice - once when you sell, and the 2nd time when you rebuy it at a higher price.
