Guide for a student to setting up an online business?

I'm a tertiary student and i'm planning to set up my own online business, selling ladies/fashion apparels. Where can i find local or overseas wholesalers/suppliers who are selling trendy and good quality clothings? I'm on a tight budget by the way.
Do i need to apply for a paypal account?
