Why do liabilities (of say a pension fund) increase as interest rates go down? (and vice versa)?

if the interest rates decrease than there is not as much cash being created through the interest to hold the pension....

Because many companies are broke, and have borrowed money from those accounts. Which must be repaid with interest. (unfortunately China owns this country, and they were forced to borrow just to survive. BUT WHAT IS REALLY SAD IS BUSH IS PAYING THE MEDIA TO SAY "OH EVERYTHING IS FINE AND DANDY--ALL THANKS TO HIM" Yeah right, but most people are ignorant enough to believe this. God Help us!!
