What is the best city to be a landlord in the USA?


I am interested in purchasing some investment property for the purpose of getting rental income. I have heard very frightening horror stories from property owners who said that it took them months (up to a year or more in some cases) to evict non-paying or bad tenants because the laws in their city were very anti landlord. Can anyone tell me from personal experience what cities in the US have very pro landlord laws when it comes to evicting non-paying or bad tenants?

I live in Chicago, work with a manager from there, she said the rules here are biased towards the renter, in Houston it was so easy to evict a non-paying tenant. Plus the weather is good there, less heating costs.

I say Florida, the house are cheap right now and it is pretty easy to evict someone. Stay out of New Jersey, they side wiht the renter and it takes so long to get them out. Virginia is ok, but you can never rent a place and pay off a mortgage. Not sure why it cost so much to buy, but it's so cheap to rent.
