Will the Vangorlian Empire make provisions for their subsidiaries?

Once they split off into smaller entities, it is speculated that the Vangorlian subsidiaries (which will become independent operations on July 1) will have to raise their own capital in order to stay in business. is this fair. Don't you think they should get a fighting chance?
