The zeroth stage is to figure out how you intend to make money.

Seriously. People forget this part. (Look at the dot-bust.)

If you don't know how you will turn a profit, no one will give a damn about funding you.

Location, personnel, etc. are minutiae you don't have to worry about yet.

Check out Inc.com and Entrepreneur.com for a lot of good information. Both sites have the information you seek, but there are many others that can help.
