Currently, we have registered the company but have no infrastructure or actual operations since we have been seeking the seed capital to start the operations.
We are planning to submit a grant proposal for SBIR funding. Our question is, for SBIR proposals, is it necessary to have already a functional company with infrastructure or mere registration will be enough while submitting the grant proposal?
