When I want to buy a "cheap" stock, I look for one with a low PE, and one that has gone down in value recently. I recently bought PWI. This is an natural gas royalty trust. There are a lot of energy stocks that have come down recently. I am not sure if they will go lower, but you might be able to buy one and get a decent bounce over the next month, especially if the weather gets colder. GW is another one you might be able to get a bounce out of.
