How do i open a Vanguard account if im not a US citizen?

I received an email by "ROSE" unfortunately i cant reply to her and ask her this question. i went to Vanguard.com, and i went to the Non-US citizen section to open an account. I want to begin with an index fund, like the S&P 500, so i checked the list to see if it was there, and i only found one that says US 500. so i guess is dat one. however, Rose told me that i need minimum US$3000 to open an account, BUT WHEN I SAW THE PRICE OF THE INDEX IT WAS: $100000

VFINX, the Vanguard S&P 500 Index fund is currently priced around $136 US. Percentage daily changes mimic the movement of the S&P 500 index which is currently about 1480. You can invest any amount you like in VFINX subject ot the minimum requirement to open an account. Vanguard will sell you fractional shares if you wish.

In brief you can invest all you money easily as long as you have at least $3,000 US to invest.

you can open the account with $3000.as long your account balance is below $10000 vanguard will charge you account maintenance fee of $10/year
