What particular fund in Vanguard would you consider best, considering the possibility of an economic downturn.

It's impossible to answer that question without knowing more about your timeframe and risk tolerance.

I like the Vanguard Value Index VIVAX and Vanguard International Value VTRIX. Value stocks tend to do better in bear markets.

Other funds that do well in downturns are Vanguard Real Estate Index VGSIX and Bond funds such as VBMFX, Total Bond index, or Treasury Inflation-Protected Bonds VIPSX.
