Have a solid business plan ready to present
Invite venture capitalists to come take a look. You can advertise it in the local paper. It is cheap and lots of people read it.
Be ready to explain how this business model will make money.
What market segment you aim to capture
What marketing/advertising schemes you plan to use

When I used to work in a dot com we would throw wild parties and have strippers. They handed over millions before they finally ran out of money too.

Have paying customers. Very few companies get funded off an idea. Pull together $500,000 from angels, family and friends and build out your product or service. Begin to sell your product. Show VCs that a market exists. They will come to you. You will have much more leverage with them if they come to you. I built a dotcom that way.
